New Mexico State Identification Card (ID)
Renewal or Replacement ID
- If Applicant has a previous New Mexico ID, they only need to bring him or herself.
As long as the applicant’s information can be located in the system then no documentation is required.
First Time New Mexico ID
- Original Social Security Card or printout from SSA
- Birth Certificate or Passport
- Two proofs of Residency if under 18 only one proof of residency is required
New Mexico Driver Licenses
Drivers License Renewal or Replacement Drivers License

First Time License (ages 18 and over)

Drivers Permits (ages 15 and up)
- Must be at least 15 years old
- Birth Certificate or Passport
- Original Social Security Card or printout from SSA
- Proof of enrolment at a driving school
- Proof of a passing score on written exam
- A parent or guardian with their identification will be required to sign for the driver.
Provisional license (ages 15½to 17)
- Birth Certificate or Passport
- Original Social Security Card or printout from SSA
- One proof of residency
- Permit held for a minimum of 6 months
- Proof of a passing road test exam
- Certificate of Completion from driving school
- Proof of completion for None for the Road program
- Driving log (50 hours. with at least 10 night hours.)
- A parent or guardian with their identification will be required to sign for the driver.
To graduate from a Provisional license to a full unrestricted drivers license an applicant MUST:
- Hold Provisional License for 1 year or turn 18. (whichever comes first)
- Not have been convicted of a traffic violation 90 days preceding application
- Not have been found guilty or have an offense pending involving the use of alcohol or drugs during the provisional period
- A parent or guardian with their identification will be required to sign for the driver
Motorcycle Endorsements
- To operate a Motorcycle in the State of New Mexico the driver must have a valid Driver’s License with a motorcycle endorsement of Y or Z.
- A person of the age of 13 is able to get a motorcycle license after completing the Motorcycle Safety Course given by the Motorcycle Safety Program. However, applicant can only get a license with a Y or Z endorsement.
- A person of the age of 15 and older who completes the Motorcycle Safety Course Program can be given a Motorcycle License with a W, Y or Z endorsement. This endorsement may be added to a Permit, Provisional Drivers License or full Drivers License.
- A person of the age of 18 and older is not required to take the Motorcycle Safety Course Program and is not required to wear a helmet when operating a motorcycle. When adding an endorsement, an applicant is required to take a road test on a motorcycle of the size for the endorsement sought.
Written Test $25
- Any written test requires proof of social or a photo ID to determine identity.
CDL Written Test $30
- Any written test requires proof of social or a photo ID to determine identity
Road Test $25
- Proof of social or a photo ID to determine identity
- Proof of scores for written test (Test date has to be within a year from day of road test)
- Proof of current Insurance and Registration
- Vehicle has to be in good condition with all taillights, headlights, brake lights, turn signals, seatbelts, an operable horn, and no cracks on windshield for safety purposes.

Drivers History $12.50
- Bring in a New Mexico ID or Drivers License.
- Only the applicant can only receive their Driving Record. No one can come in for them.
Reinstatements
- To pay any Reinstatement or Revocation fees, applicant must bring any clearance papers that may be needed to clear the citations.
- If no clearance papers are required to reinstate, the customer may pay reinstatement over the phone.
Handicap Placard $12.50
All Handicap placard transactions require a Certificate of Eligibility for Parking Placard.
First Time Handicap placards
- Application will need to be filled out by a physician. Sections A, C and D of the Certificate of Eligibility for Parking Placard will need to be filled out in full.

Renewal and Replacement Handicap placards
- Application can be filled out by the customer. Sections A and E of the Certificate of Eligibility for Parking Placard will need to be filled out in full.

Interlock License (ages 18 and over)
- New Mexico ID or Drivers License
- If applicant does not have a current New Mexico ID or DL they will have to present all the documents required for a first time license (see First Time License section)

Commercial Drivers License (CDL)

Endorsements
Endorsement authorizes the licensee to operate a specific type of motor vehicle.
List of endorsements:
- H - (CDL) Any vehicle used to transport hazardous materials. Re-testing is required upon renewal/replacement. This endorsement cannot be processed at MVD now offices
- N - (CDL) A tank vehicle intended for hauling liquids in bulk, in a tank with a capacity of 1,000 gallons or more
- P - (CDL) Any vehicle designed to transport 16 or more passengers, including the driver
- S - (CDL) A school bus
- T - (CDL) Combination vehicles with double or triple trailers
- W - Any two- or three-wheeled motorcycle with an engine of 100 or more cubic centimeters piston displacement
- X - (CDL) Any tank vehicle used to transport placarded amounts of hazardous materials; a combination of endorsements “N” and “H”. This endorsement cannot be processed at MVD now offices.
- Y - Any two- or three-wheeled motorcycle with an engine of at least 50 but less than 100 cubic centimeters piston displacement.
- Z - Any two- or three-wheeled motorcycle with an engine of less than 50 cubic centimeters piston displacement
Titles
NM Title Transfer:
- NM Driver License or ID
- If Out-Of-State Identification, 2 proofs of residency within 90 days
- Title and Bill of Sale if Title is not signed or title does not include amount of purchase

- Proof of NM Insurance

- If vehicle was purchased from a dealer the transaction will require a dealer invoice, odometer disclosure and any documentation dealer provided.
Out-of-State Title Transfer:
- Out of State Title (If title is with a Lien Holder (Please seeLien Holder Request Section)
- NM Driver License or ID
- If Out-Of-State Identification, 2 proofs of residency within 90 days
- Bill of Sale must be provided if Title does not include amount of purchase
- Emission Certificate (Bernalillo County Resident) (Please see Emissions Section)

Lien Holder Request:
- Information for Lien holder: Name, Address, and Fax Number
- Once we receive the title from lien holder we will contact you
- The same procedures as an Out-of-State transfer will be followed (please see *Out-of-State Transfer*)

- Applicant’s name must be on the previous title.
- Applicant needs to bring license plate number or VIN number

- A duplicate title cannot be obtained if there is a current lien on the title, without a release of lien from the lien holder.

Registrations
Registration Renewal or Duplicate
- Customer can bring in an old vehicle registration, plate number or VIN number.
- They state might require proof of current insurance.
First Time Registration
- NM Driver License or ID
- If Out-Of-State Identification, 2 proofs of residency within 90 days
- New Mexico title in applicant’s name.
- Proof of NM Insurance
- If maintaining out of state insurance proof of coverage limits will need to be provided
Vehicle Identification Number (VIN) Inspections $30
- VIN Inspections are required for all out of state title transfers and Government titles
- To complete a VIN inspection the Public VIN (under the window) and Nader Sticker (driver side door jamb) must be visible.
- MVD Now offers on location VIN inspections.
Emissions
- Bernalillo Residents only
- For vehicles 1975 and newer
- Motorcycles, ATV’s, boats and scooters do not require an emissions test.
- Vehicles over 10,000lbs do not require an emissions test.
- Diesel vehicles do not require an emissions test but they might need a diesel certification from AirCare Head Quarters for any vehicles coming from out of state and being registered in Bernalillo County.
- Hybrid vehicles do not require an emissions test but they might need a hybrid certification from AirCare Head Quarters for any vehicles coming from out of state and being registered in Bernalillo County.

Weight Distance (Commercial Vehicles)
- The field office will issue the vehicle Title. Complete the “Application for Vehicle Title and Registration” at the field office. The vehicle title and the WD plate are to be issued by the field office.
- WDT account number – if carrier does not have WDT account they must log onto https://efile.state.nm.usand apply for an e-permit.
- If the Declared Gross Vehicle Weight (DGVW) is 55,000 lbs and over, a receipted IRS Form 2290 (Heavy Vehicle Tax Return) must accompany applications. A copy of the 2290 will be faxed to CVB
- The only proof of payment acceptable for IRS form 2290 is Schedule 1 receipted by the IRS (by stamp or electronic watermark).
